Contract Description: LARCAN was engaged to review the existing design of the redevelopment of the Roma Denise Spencer Pool to improve patron comfortability and enhance operational viability of the centre. The design review extends to safety considerations. LARCAN also provided Establishment budgets and Operational Budgets for the facility, whilst providing options to Council on possible management models for the facility (and their financial impact).
Description of Services:
- Review existing design to ensure that operational considerations are thoroughly addressed, leading to improved efficiencies, safety, user experience, cost savings, revenue generation, and community satisfaction.
- Create a bottom-up centre establishment budget and operational budget for the centre that includes the respective and correctly allocated income and costs e.g. staffing costs, corporate costs etc. The budget will be delivered for a 5-year period demonstrating start up and establishment costs up to the centre would reach maturity.
- Provide Council with a comparison of budget implications of an in-house verse outsourced management model. Demonstrate the pros and cons of each model. Provide other key contract of management considerations to Council.
- Create a report that encompasses the findings, past and present performance analysis, and the budgets for the two models, with easily laid out formatting and easy to understand graphs and budget explanations across all models. Include easily to understand pros and cons of each model.
