Contract Description: LARCAN were engaged to complete an analysis of the masterplan and budget for the Carnes Hill Aquatic and Recreation Centre to identify the most cost-effective and sustainable solution for Liverpool City Council. The report provided comprehensive detail on the four proposed master plan options, maintenance and operational costs, short and long term costs, and the pros and cons of each option (both financial and non-financial).

Project deliverables included
- High-level review of the four options presented.
- Provide a simple cost comparison four each of the four options, for:
- Short term – key cost differentials within the first 5 years of operations.
- Long term – key cost differentials over 20 years of operation (includes Lifecyle costs).
- Provide key commentary and assumptions that clearly articulate the differences behind each option in the short and long term, including key challenges and benefits of each option.
- Summarise any additional options that may have been identified through the project. This included a financial analysis and key benefits and challenges.
- Explain key cost drivers and variances between the site configurations.
- Recommendations for cost-effective solutions and strategies to optimise operations.
